What is IPSEA

The Independent Panel for Special Education Advice (IPSEA) is a registered charity providing:-

Free representation at the Special Needs Tribunal for parents who want to appeal against an LEA decision.  This service is provided by volunteers who have undergone specialist training for the role of parents representative.

Free independent advice on Local Education Authorities duties to provide for children with special educational needs.

Free second opinions from education professional for parents who disagree with a Local Education Authorities assessment of their child's special educational needs.  These are provided by IPSEA's panel of volunteers, who are qualified and experienced professionals in the field of special education e.g. teachers, educational psychologists, speech therapists, physiotherapists, etc.  Sometime these professionals are able, to appear as witnesses for parents at Special Needs Tribunal.

What is the SEN Independent Tribunal.

When parents cannot agree with a decision made by their local education authorities about their children's special educational needs, the tribunal considers appeals against such decisions.
