The outcome of the review may be:
- the child continues at stage 1: if the child's progress has been at least satisfactory, the teacher or tutor should set targets to be achieved by the next review. If progress remains satisfactory after two reviews, the teacher or tutor may decide to increase gradually the period between reviews.
- the child no longer needs special help: if a child's progress continues to be satisfactory within this framework of provision and review for at least two review periods, the teacher or tutor may decide that the child no longer needs special help. The SEN coordinator should retain the child's name on the SEN register until it is clear that the child's progress is no longer likely to give cause for concern
- the child moves to stage 2: if, after up to two review periods at stage 1, special help has not resulted in the child making satisfactory progress, the teacher or tutor and SEN coordinator may decide to move the child to stage 2.
2:84. As explained at paragraph 2:69 above, parents' evenings and similar occasions may allow parents to contribute to stage 1 reviews. Parents should always be told of the outcome and of any steps they can take to help their child at home. It is particularly important to talk with parents in person if the school is considering moving the child to stage 2.
Stage 2
2:85. At stage 2 the SEN coordinator takes the lead in assessing the child's learning difficulty, and planning, monitoring and reviewing the special educational provision, working with the child's teachers and ensuring that the child's parents are consulted.
Trigger
2:86. The trigger for stage 2 is either a decision at stage 1 review, or where, following discussions about an initial concern between parents, the SEN coordinator considers that early intensive action is necessary.
Roles and responsibilities
2:87. The school's SEN coordinator takes the lead in coordinating the child's special educational provision, consulting the child's teachers, who remain responsible for working with the child in the classroom.
Information required
2:88. At stage 2, the SEN coordinator and the child's class teacher or form/year tutor should review all the available information, including that gathered at stage 1. The SEN coordinator
